In this case the pot is equally split in a 50:50 ratio between the player holding the high hand and the player holding the low hand. In case if more than two players have QT as hole cards, they will share the high pot equally. Similarly, if two or more players have 2 and 3, they share the low pot.
That being said, the absolute best hand to hold in the above example is QT32. This is because with these hole cards, you have the best high hand and the best low hand, both at the same time.
Say for example, the board reads K Q J 8 5. In this case what would be the low hand? There would be no qualifying low hand in this case since there are only two cards lower than 8, and according to the rules, only if three cards rank below 8, there would be a low hand. In this case, where there is no low hand, the high hand takes the entire pot. Again, if more than one player has the identical hand, they will split the pot.
